National associations are permitted to fall back on a standby goalkeeper as from the time of kick-off in the opening match if one of the other goalkeepers is so badly injured or becomes so ill that he can no longer be relied upon to play. The goalkeeper may only be replaced if the FIFA Sports Medical Committee has recognised the injury or illness and his inability to play has been confirmed by the World Cup Organising Committee.
